Widening a major freeway—particularly through a dense and highly developed corridor like the SR-55—is no small undertaking. Equally complex is the eminent domain process required to fairly compensate affected property owners and associations for land impacts and long-term mitigation needs.
As part of the SR-55 improvement project, Caltrans and OCTA were required to negotiate with multiple property owners adjacent to the freeway, including the Brookhollow Office Park Association for impacts to the Association’s common areas. AyZar Inc., as the Association’s management company, led this effort on behalf of the membership, representing Brookhollow’s interests throughout an extended and highly technical negotiation process.
The effort spanned 4.5 years, beginning with OCTA’s initial formal offer on August 11, 2020, and concluding only after persistent negotiations resulted in OCTA’s approval of a final settlement. Through careful analysis, strategic positioning, and sustained advocacy, AyZar successfully secured a settlement amount that was 53% higher than the original offer—a significant outcome that directly benefits the Association and its members.
This settlement positions Brookhollow to move forward with meaningful mitigation and enhancement projects along the freeway frontage. Planned improvements include, but are not limited to:
- Installation of a new freeway monument sign-Completed
- Digital display integration within the freeway signage-Planning underway
- Parking lot reconfiguration along the freeway edge, with the potential to add parking spaces—an improvement that may support approval of higher parking-intensity uses such as medical offices. -Partially Completed
- Construction of a new facilities structure to support security, landscaping, and storage needs-Construction underway
- Upgraded landscaping along the freeway corridor to enhance aesthetics and buffering-In progress
